ChatGPT Ads opens a new advertising channel, but it does not automatically justify a new budget for every business. Its possible value comes from the moment when a person explores, compares and clarifies a decision. Its limitation is the same: conversational intent does not automatically equal commercial demand, and access to a new platform does not replace the offer, website, measurement or the team's work.

This FAQ answers the questions a company should ask before testing. For the product, availability in Romania and Ads Manager components, read our complete ChatGPT Ads guide for businesses. Here, the focus is fit, expectations and the investment decision.

The Web Hat view: ChatGPT Ads deserves to be treated as a measurable experiment in a new discovery context, not as a shortcut to sales or a rushed replacement for channels that already work.

1. Is ChatGPT Ads available in Romania?

Yes. At the time of this review, Romania appears on the official list of countries with self-service Ads Manager access. The legal entity that advertises and is billed must be based in an eligible country. Account availability still does not mean that every feature, format or level of inventory is identical to the United States or another market.

Before planning, check the country, currency, time zone, payment method, targeting options and visible formats in the account. A feature that has been announced but does not appear in the account should not support a proposal or forecast.

2. Who can see the ads?

OpenAI states that ads are shown to eligible users on Free and Go plans. Plus, Pro and Enterprise remain ad-free in the announced configuration. Actual eligibility also depends on market, age, context, policies, targeting and available inventory.

The advertiser does not receive a person's conversations, history, memory or personal details. It receives aggregate advertising reports and permitted measurement data configured on its own website. This distinction matters: an ad can be contextually relevant without the business receiving the conversation text.

3. Do ads influence ChatGPT's answers?

According to OpenAI's public principles, ads are labelled, separated from answers and do not influence the answer ChatGPT provides. For a business, paying for an ad therefore does not buy an organic recommendation or a favourable mention in the answer.

Three things must remain separate: paid advertising, a brand's organic visibility in sources, and model-generated answers. A campaign can buy advertising distribution under platform rules; it cannot buy editorial authority.

4. Does ChatGPT Ads replace Google Ads or Meta Ads?

No. The channels capture different behaviours. Google Search Ads frequently enters an explicit search. Meta can create demand through visual distribution and audiences. ChatGPT appears in longer explorations where people explain goals, constraints and comparisons conversationally.

For a company with a limited budget, priority remains the channel that can be measured and matches existing demand. ChatGPT Ads can become an additional test after the website and tracking are ready. Moving an entire budget from a stable channel into a new one before a pilot creates risk without automatically creating advantage.

5. Which businesses may find it useful?

The opportunity is easier to test when a product or service naturally belongs in research and comparison: software, professional services, education, travel, specification-led products, home services or B2B solutions. A person can describe a problem, criteria and budget, while the ad offers a relevant destination.

Local businesses may also find useful situations, but volume can be limited. A clinic, repair business or interior firm must carefully check policy, geography and enquiry quality. The fact that an audience uses ChatGPT does not prove that sufficient advertising inventory exists for every niche and city.

6. When would we not recommend a test yet?

We would not launch when the page works poorly on mobile, the offer is vague, conversions cannot be verified, payment is not controlled or the company cannot respond quickly to enquiries. A test is also premature when success depends on a feature that does not appear in the account.

Another unsuitable condition is the expectation of guaranteed results in the first few days. A new channel can have low volume and data needs time. If the organisation cannot accept an experiment with thresholds and a possibly inconclusive result, investment in the foundation of existing channels is healthier.

7. How much does ChatGPT Ads cost?

There is no universal price that can be promised for a click, one thousand impressions or a conversion. Cost depends on objective, bidding, market, audience, competition, eligibility and campaign quality. The platform documents daily and lifetime budgets, fixed bids, maximize clicks and maximize conversions in eligible configurations.

For decision-making, budget has two components: media paid to the platform and preparation/management cost. A good pilot is not necessarily the cheapest; it is large enough to produce a signal and controlled enough that a wrong hypothesis does not consume disproportionate spend.

8. What budget should be used for the first test?

Start with the acceptable cost of an outcome and the minimum number of outcomes needed for a conclusion. If a company can accept €100 for a qualified lead and needs several leads to evaluate quality, a total budget of €100 cannot answer the question.

We do not recommend one fixed number for everyone. Set a duration, cap, alert thresholds and stop criteria. Campaign budget is different from billing threshold and account limit. A campaign can continue spending within its own allowance even when a charge is triggered at a billing threshold.

9. Which outcome should be measured?

The primary result should be close to commercial value: a paid order, qualified lead, confirmed appointment or accepted demo. A page visit, time spent or form start can be useful diagnostic signals, but they should not be presented as customers.

For a long sales cycle, CRM becomes essential. The campaign can report the form, while the company tracks contact, qualification, proposal and sale. Without this connection, the algorithm may optimize toward people who submit easily rather than people who buy.

10. Is the Pixel or Conversions API required?

At least one measurement implementation is necessary for a serious conversion evaluation. The Pixel observes browser events, while Conversions API can send outcomes from the server. Used together, they can improve resilience as long as the same conversion has the same ID and is deduplicated.

A company should send only necessary data, keep the CAPI key on the server and respect consent and its own policies. More tracking does not automatically mean more truth; a poorly defined implementation can create a larger quantity of incorrect data.

11. How are view-through conversions reported?

The current documentation separates click-through from view-through conversions. It describes a one-day window after an eligible impression for view-through attribution, and an eligible click takes priority. These conversions are supplemental information and should not be added without analysis to outcomes claimed by other platforms.

An impression may contribute to familiarity, but reporting alone does not prove that it caused the conversion. With larger budgets, the company may need controlled comparisons and a common evaluation in analytics and CRM.

12. Can we use our customer lists?

ChatGPT Ads documents custom audiences built from accepted identifiers, including email, telephone and GAID in permitted forms. Inclusion and bid multipliers currently require at least 25,000 matched users. Uploaded rows are not the same as matched users, and a small list may never become eligible.

Exclusion has more flexible rules for ready audiences, but data use still needs a lawful basis, information and control. A database collected to provide a service should not automatically be moved into an incompatible advertising purpose.

13. What are context hints?

Context hints help the platform understand relevant types of situations, but they do not behave as an exact keyword list and do not guarantee appearance beside a particular phrase. They complement targeting rather than replacing geography, platforms or audiences.

We recommend language related to the user's problem and decision, not very long collections of SEO terms. After launch, traffic and enquiry quality should determine whether the context hypothesis was useful.

14. Which creative assets are needed?

For a standard ad, current documentation specifies a short title, concise body, image and URL. The image must be at least 640×640 and text limits are strict. More important than filling the format is the angle: a clear problem, realistic outcome and relevant evidence.

We prepare variants with genuinely different ideas, not cosmetic duplicates. A complex service can test process, outcome or differentiation. A product can test use, advantage or comparison. The landing page should continue the exact promise of the ad.

15. Can ads be created and managed through ChatGPT or Codex?

The Ads Manager plugin supports conversational preparation, analysis and campaign updates for eligible accounts and workspaces. It can turn a brief into proposals, create variants, diagnose delivery and preview changes for confirmation. Access depends on availability, roles and connection to the correct ad account.

The plugin reduces operational work, not responsibility. A recommendation still needs to be checked against the objective, margin, policy and current data. Human confirmation before application is a useful safeguard, not a step to remove.

16. How long does it take to see results?

There is no guaranteed period. Setup, verification and approval come first. After launch, the campaign needs enough delivery, and conversions may be reported later. In B2B, the final outcome may arrive weeks after a form was submitted on day one.

Separate three moments: technical validation, evaluation of the initial signal and the commercial verdict. The first can be rapid. The second needs traffic. The third must respect the sales cycle and data maturation.

17. How do we know whether the test succeeded?

Success is not simply spending the budget or achieving a high CTR. A test succeeds when it produces commercial outcomes at an acceptable cost or creates a sufficiently clear conclusion for the next decision. Sometimes the useful result is learning that an offer, audience or message should not be scaled.

The report should include delivery, cost, clicks, technical conversions, validated outcomes, quality, net revenue and changes made. Compare those results with the company's threshold and the opportunity cost of other channels, not an out-of-context generic benchmark.

18. What are the most important risks?

The main risks are duplicate tracking, low-value events, excessive data transfer, multiple attribution, budget without an internal limit, features assumed to be available and decisions made on very small samples. Unsupported creative claims and landing pages that do not match ad intent add further risk.

Most are not solved by a button. They need ownership, documentation and reconciliation. A new channel deserves more careful management precisely because its processes and reference points are still forming.

19. What should we prepare before involving an agency?

The business should know its offer, audience, geography, desired outcome, budget range and website access. Data from other channels, closing rate, average value, margin and frequent customer questions are useful. Everything need not be perfect; uncertainties need to be disclosed.

The client retains account ownership and grants the agency a role. For a reproducible launch, use our first ChatGPT Ads campaign checklist, which covers access, destination, measurement, budget, creative and the first 72 hours.

20. What does Web Hat do?

We begin with feasibility: an eligible account, suitable offer, working destination and measurable outcome. We then design structure, creative variants, targeting, budget and tracking. Before activation, we test payment, policy, URLs and the event end to end. After launch, we monitor delivery, quality and the difference between a platform conversion and the company's outcome.

We do not present rolling features as certainties or confuse a reported conversion with a won customer. Media budget is separate and material changes are documented. Our ChatGPT Ads campaign service is designed for companies that want a controlled pilot and a decision based on evidence, not mere presence in a new channel.

Our perspective on the next stage

ChatGPT Ads can become important because it appears in an environment where people express goals and constraints more richly than in a short query. That advantage should not be exaggerated. The platform is still developing, features are rolling out gradually, and measurement and optimization methods will evolve.

The businesses that learn most will not necessarily be those with the largest budget. They will be the ones that state a hypothesis, retain account control, verify results in their own systems and document every change. A modest, well-measured pilot is more valuable than a sophisticated campaign nobody can explain.
