OpenAI has expanded ChatGPT Ads to another 26 countries, bringing the advertising platform's availability to 89 countries. The October 21 announcement covers markets in Latin America, Europe, Africa, the Middle East and Asia. The company says advertisers can access the service through technology partners or directly through Ads Manager, subject to the eligibility conditions that apply to their country and advertising account.
According to OpenAI, more than 100,000 advertisers have run campaigns on ChatGPT in the little over eight months since launch. This is a cumulative count of advertisers that have used the product, separate from the number of active campaigns. OpenAI also cites more than 1.2 billion weekly ChatGPT users, a measure of the overall service that includes subscriptions without advertising.

International expansion and access for Romanian businesses
The latest expansion adds 14 Latin American countries following the launches in Mexico and Brazil. Argentina, Chile, Colombia and Peru are among the examples named by the company. Elsewhere, OpenAI lists Nigeria, South Africa, Serbia, Ukraine, Cambodia, Bangladesh and Pakistan. The expansion follows earlier launches across Europe, Southeast Asia and Taiwan.
Romania is marked as available on the current list for direct access to Ads Manager. OpenAI's published requirement concerns the country where the legal entity buying advertising and being billed is based. Creating an account and having access to the service are treated separately. Romania's inclusion confirms territorial eligibility, while the October 21 announcement describes the new group of 26 markets.
Some new self-service accounts can initially advertise only in the country associated with their account. Access to other supported countries becomes available after identity verification is approved and the account reaches the required advertising spend through campaigns running in its home market. Selecting another country in campaign settings leaves these account eligibility conditions in place.
Advertising kept separate from conversational answers
Ads are intended for eligible users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts have an ad-free experience. OpenAI says it also excludes accounts identified as belonging to people under 18. Delivery to users follows regional availability and the conditions of the advertising experience, separately from the existence of an advertiser account.
The format currently described for advertisers appears below a ChatGPT response. The ad unit includes the advertiser's name, logo, headline, description, image and the destination opened by a click. Ads are clearly labelled. According to OpenAI, the systems selecting advertising are separate from the conversational model, and purchasing an ad preserves the independence of generated answers.
Selection considers the intent and context of the current conversation, the landing page, the ad's headline and description, and context hints supplied by the advertiser. These hints describe subjects or situations in which an offer is relevant. They guide matching between an ad and a discussion, rather than operating as a list of exact-match keywords.
In regions where personalization is available and enabled by the user, the platform can consider additional signals from their ChatGPT experience. Ads personalization is unavailable in the European Economic Area and Switzerland at the stage described by OpenAI. Campaign documentation calls for advertisers to avoid custom audiences when targeting these territories while that condition applies.

How campaigns are bought and measured
Ads Manager offers objectives for views, clicks and conversions. The Views objective uses payment per thousand impressions, while Clicks focuses on traffic and charges for valid clicks. For conversion-optimized campaigns, the advertiser selects a supported event and an available billing model. Conversion optimization and the unit being billed are two distinct components of the campaign.
For conversions, the documented billing options are valid clicks or impressions, depending on eligibility and configuration. Charges remain tied to that unit even when the system optimizes delivery toward the selected event. Reporting includes impressions, clicks, spend, click-through rate, average cost per click, average cost per thousand impressions and conversions.
Budgets can cover the whole campaign or represent a daily average over a seven-day period. For daily budgets, the documentation allows variation between days: spend on one day can reach twice the selected amount, within the applicable weekly allowance. These mechanisms are part of the product's current campaign management capabilities, alongside its existing objectives and measurement tools.
Impressions, clicks and click-through rate refresh approximately every 15 minutes. Spend information can lag by seven to eight hours. OpenAI therefore describes different update times for metrics within the same dashboard. Businesses can also identify traffic in their own analytics tools by adding tracking parameters to an ad's landing page URL.
Conversation privacy and the product's next stage
According to OpenAI, advertisers receive aggregate performance information without access to users' conversations, chat history or memories. The company says it does not sell their data to advertisers. If someone sends a message directly to a business through an ad, that business sees the message received through this explicit interaction, under the mechanism described for direct contact.
OpenAI's stated rules exclude ad placements next to discussions of sensitive subjects, including personal health, mental health and politics. Political advertising is also excluded from the platform. These conditions apply to the selection and placement of advertisements.
Users can hide or report an ad and control personalization. When personalization is switched off, selection continues to use the current conversation. In its expansion announcement, OpenAI describes additional formats, objectives, buying options and measurement capabilities as the product's next development phase. The timetable for these developments is separate from the availability already announced across 89 countries.
